The East River Spirit is the rival of the Hudson River Spirit. He looks disturbingly like a Telkhine.

The Last Olympian
Percy Jackson asks him and the Hudson River Spirit to sink all of the Titan ships and their allies that try to cross the rivers. In exchange, Percy gives each half of a sand dollar, that his father, Poseidon, gave Percy for his fifteenth birthday. After both spirits quickly agree, Percy splits the sand dollar between them. The East River Spirit calls Poseidon a "jerk", but acknowledges his amazing power to sweep pollution away. Holding their side of the bargain, both river spirits stop the ships and monsters from crossing, forcing Kronos to use a ground assault.
