Saint Petersburg is the second largest city in Russia with a population of 4,879,566. It is located on the Neva River at the head of the Gulf of Finland on the Baltic Sea. Founded by Tsar Peter the Great on May 27, 1703, Saint Petersburg is the most Westernized city in Russia, as well as the nation's cultural capital. A large number of foreign consulates, international corporations, banks, and other businesses are located in Saint Petersburg.
